JADE Research Corporation (home of the SBIR CenterTM) is a Service Disabled, Veteran-Owned Busienss (SDVOB) operating as a "virtual" firm with 17 very senior associates.
The management and associates of JADE Research are all "refugees" from
the downsizing of government contractor and aerospace firms common
in the early 90s. Leaving senior technical positions from such notable
organizations as Martin Marietta (Lockheed Martin now), Westinghouse (Northrup-Grumman
now), AAI, Oceaneering, J.J. McMullen and Environmental Technologies in
the Baltimore-Washington corridor, this small group represents over 400
man years of experience with government contracted R&D, and over 300
man years of successful experience in proposal development and management.
As a group of ex-senior managers (directors of engineering, technical directors,
program managers and division general mangers), we are fond of characterizing
ourselves as "a bunch of chiefs with no indians to lead."
JADE Research, then, is first and foremost an association of senior
technical personnel who have earned their way up the corporate ladders
of major firms to senior positions in "prior lives" and want to continue
using the skill sets developed in that lifetime of effort. The firm is
a conduit for gaining access to the individual and combined skills of these
persons in a traditional corporate format with formalized procedures, processes
and controls in place. These make the corporation accountable for, and
assure the results of, the contracted effort. Indeed, the work performed
by JADE Research personnel is guided by standard operating/engineering
procedures and is formally peer-reviewed by the other associates such that
the firm (the associates) will stand behind the adequacy and accuracy of
the products and services delivered.
The firm is lead by John Davis, General Manager, who has more than 30
years of progressive experience as a Technician, Research Engineer, Department
Manager, Program Manager, Director of Engineering, Business Area Director
(marketing) and Division Manger in government R&D contracting. Mr.
Davis has earned advanced degrees in Engineering and Business Administration. Davis
is a leader and active participant in a number of professional and industry
organizations (including IEEE, APMP, AUVSI etc.) and is an much published
writer and popular speaker on the related subjects
of project management and winning government R& D funding. He is active in his church and
community service organizations as well.

While the leadership of large government proposal efforts for major firms remains an ongoing business area, the General Manger and two of the associates are specifically engaged in developing a niche market of support services and tools to help those who wish to win funding under the SBIR and STTR programs. Here, the disciplines developed to handle the larger proposal efforts have been translated and applied to the very specific and continuously changing needs of the SBIR bidder.
